I cannot enable a deleted user account

Once a user account has been deleted it cannot be enabled. To prevent a user from accessing an account temporarily, disable the user account.
The security policy setting,
Keep record of deleted accounts
, determines whether an account using the same user name can be recreated. If this setting is disabled and a user account is deleted, a user account can be created using the same name. If the policy is enabled and a user account is deleted, a user account with that same name cannot be created because its record still exists in the system.
Recreating accounts
All accounts are identified by means of a unique identifier that is separate from the account name. When an account is deleted, the account's access rights are deleted, but the account's unique identifier is not deleted. This means that even if an account with the identical name is created, the new account will not automatically have access to the same resources that the old one did.
When creating another account with the same name, also recreate the security settings of the account by either adding the account to a group that already has security settings defined for it or creating permissions for an account when securing a resource.
