I clicked Security, but I cannot add users or groups

Right-click an item in the
Explorer
and then select
Security
to identify which user and computer accounts can access the item.
For example, if you right-click the
Users
folder, and then select
Security
, you are specifying which users can perform actions on the list of users: which users can read the list of user accounts or which users can modify the account properties such as the full name or description of a user account.
When you right-click the
Users
folder, the
Security
item does not allow you to add user accounts.
To add user accounts, right-click the
Users
folder, point to
New
, and then select the type of user account you want to add.
