Message logging interval for the ODBC database is ignored

When you change the logging interval for the ODBC database, the messages do not immediately appear after the new logging interval.

For example, if the ODBC log is set to

Log messages to database every

10 minutes, and you change the value to 1 minute, the next set of messages to be logged appears in the database after 10 minutes, not 1 minute, as expected. However, any new messages logged to the database appear 1 minute after that, and then every minute thereafter, as set.
