Minimum password length policy is not in effect

Possible cause and solution:
  • The
    Passwords must meet complexity requirements policy
     is enabled, but the minimum password length specified is less than 6 characters.
    The Passwords must meet complexity requirements policy requires passwords of greater than 6 characters. Enabling this policy overrides the Minimum password length policy if the policy requirements conflict. Example: Specifying a minimum password length of 10 characters does not conflict, because 10 is greater than 6.
