IEC61131-3 Program portability

One goal for creating programs in an IEC61131-3 compliant environment is to enable the movement or portability of programs between controllers from different vendors.

However, this remains a weakness of IEC61131-3 for lack of a defined file exchange format in the specification. Programs created in one vendor's environment require manipulation to move to another vendor's system.
