This value is set to zero on power-up / reset and rolls over after a count of 255 to the value of 1 not a value of 0.

If there is a detailed data type member that indicates a given detected condition, then this Fault member does not itself affect the DiagnosticActive or DiagnosticSequenceCount members. However, if there is not a detailed data type for a given detected condition, then this Fault member triggers both the DiagnosticActive member and increments/decrements the Diagnostic Sequence Count.
